of the 27th.ultimo and 12th.instant,
I have the honour
to recormend Dr.C...cI. euser for the post of Cpatain
Luperintendent of Police, Cuperintendent of Victoria
Gaol, and Luperintendent of the Fire Brigade in the
event of your deciding to move r.r.J._adeley to another
appointment.
For the appointment in question, the only
other eligible candidate in this Colony is Ar.4.R.
Hallifax. r.Hallifax is junior in the service to
r.liessor. He has the advantage over r.eseer in
having had sole experience in the Police Department.
But such experience has been principally confined to
the New Territories, where r.Lesser has also had much
experience bringing him into close contact with the
Police there.

Equable
On the other hand, of the two officers I
consider r.Lesser the more able. He possesses several
qualities which, in my opinion, eminently fit him for
the post for which I now recommend him. He has a
extraordinarily cheerful and vzpvrbis temperament and
great moral courage. The worries inseparable from
the command of a mixed force like the liongkong Police,
will not affect him nor will the criticisms of an
inorant Press, always prone to take the side of the
